Bathing on Shabbat
Hi,
One may not bathe in a tub on Shabbat, even in cold water. The sole exception is immersion in a mikvah for purification or as a special measure of piety.
I'm not sure one may apply the principle of מקום צער to this case. As a general rule, where a גזירה was made for a situation which normally involves צער, it is understood that the גזירה is meant to include whatever level of צער is normal. (See, for example, Shemiras Shabbos k'Hilchasah 34, footnote 7.)
Why can't you take a shower in cold water on Shabbos if you're really hot? Lo gazru b'makom tzaar.
