Concentration vs. Minyan

Hi,

One whose concentration is disturbed when he prays with others, but who is able to maintain the basic concentration level required to fulfill the requirements of prayer [see Shulchan Aruch Orach Chaim 70:3], is obligated to pray with a minyan despite the lack of greater concentration.

  1. One way of reading this would be to infer that there are those who are NOT obligated to daven with a minyan? Is Rav Moshe suggesting that or am I misreading this?

  2. Sort of. They are obligated, but if they cannot concentrate to the basic halachic standard then they should daven in private while getting themselves to the point at which concentration is not a problem.
